How can I add subtitles to a DVD movie made with Toast Titanium 8 for Mac?

I need to create a DVD with subtitles, and the only software I have at the moment is Toast 8, which seems to not have any functionality to add subtitles. If I can't have them as an option to be switched on and off, is there a utility that will hard code the subtitles into the video? Mac or PC utilities for this are ok.
