Can My PS3 Transfer foreign subtitles into english subtitles or is there a program that can?

My DVD has russian subtitles. I want to see the movie but I can't read russian. Can my Playstation 3 Transfer the Russian subtitles into English subtitles or is there a computer program that can?

1. I think cracking open a Russian-to-English dictionary is the best you can do. A PS3 cannot translate languages.
